BlackRock stablecoin reserve fund secures top S&P rating

S&P Global Ratings assigned its highest principal stability fund rating to BlackRock’s new tokenized money market fund on Aug. 3, recognizing its expected ability to maintain principal stability and limit losses caused by credit risk.

    Summary

    • S&P assigned BlackRock’s BRSRV its highest AAAm principal stability fund rating after Monday’s official launch.
    • BRSRV held $50 million and maintained a $1.00 NAV as of Tuesday, according to BlackRock.
    • The fund holds cash, short-term Treasuries and overnight repurchase agreements secured by Treasury instruments exclusively.
    • USDT remains rated five, or weak, under S&P’s separate stablecoin stability assessment framework as published.
    • BRSRV targets stablecoin issuers seeking eligible reserves under the GENIUS Act and future federal regulations.

The BlackRock Daily Reinvestment Stablecoin Reserve Vehicle, or BRSRV, received an “AAAm” rating on the same day it began operating. BlackRock’s official fund page showed $50 million in assets and a $1.00 net asset value as of Aug. 4.

S&P based the rating on the creditworthiness of the fund’s investments and counterparties, its maturity structure and BlackRock Advisors’ policies for maintaining a stable net asset value. The agency said it identified “no weaknesses” in its assessment of management, credit research, risk controls and compliance.

BlackRock’s AAAm rating covers principal stability

An AAAm principal stability fund rating represents S&P’s view that a fixed-income fund has an extremely strong capacity to preserve principal and limit losses arising from credit risk. S&P reviews factors including liquidity, portfolio maturity, diversification and management controls.

The rating does not guarantee that BRSRV will always maintain its $1 share price. BlackRock warns that investors could lose money and that the fund is neither a bank account nor protected by Federal Deposit Insurance Corporation coverage or another government guarantee.

S&P also described BRSRV’s tokenization structure as operationally resilient. The fund uses a permissioned architecture connected to public blockchains, with transfers limited to approved wallets. These controls are intended to reduce cyber, smart contract and blockchain network risks.

BRSRV is designed for GENIUS Act reserves

BRSRV invests 100% of its assets in cash, U.S. Treasury obligations maturing within 93 days and overnight repurchase agreements secured by Treasury instruments.

Its portfolio must maintain a dollar-weighted average maturity of no more than 60 days and a weighted average life of no more than 120 days. The investments must also comply with rules governing U.S. government money market funds.

BlackRock intends to operate BRSRV so its OnChain Shares can qualify as eligible reserves for permitted payment stablecoin issuers under the GENIUS Act and related regulations. However, final eligibility will depend on the applicable federal rules rather than BlackRock’s stated objective alone.

Securitize acts as the fund’s transfer agent and tokenization provider. Investors must complete identity and anti-money laundering checks before their wallets can be approved. The minimum initial investment is $3 million, positioning the product for institutional rather than retail use.

BRSRV launched alongside tokenized shares of BlackRock’s Select Treasury Based Liquidity Fund. Both products extend BlackRock’s cash-management business into regulated blockchain infrastructure.

USDT’s weak score uses a different S&P framework

S&P’s AAAm rating for BRSRV is separate from its Stablecoin Stability Assessments. Those assessments measure a stablecoin’s ability to maintain its fiat peg through primary redemptions and secondary-market trading.

The stablecoin framework runs from one, or “very strong,” to five, or “weak.” It considers reserve quality, governance, liquidity, legal protections, technology dependencies and an issuer’s operating record. S&P states that the assessment is not a credit rating.

Tether’s USDT remains assessed at five, or weak, after S&P lowered it from four in November 2025. S&P attributed the downgrade to increased exposure to higher-risk reserve assets. TrueUSD and Ethena’s USDe also hold weak assessments.

By comparison, USDC, EURC, Global Dollar and Paxos USD have assessments of two, or strong. These scores should not be directly compared with BRSRV’s AAAm rating because one evaluates a stablecoin’s peg while the other measures a regulated fund’s principal stability.

Institutional adoption is the next test

The rating gives BRSRV an external measure of its portfolio and management controls, but it does not establish demand from stablecoin issuers. BlackRock has not disclosed how many issuers plan to use the fund or how quickly its assets could grow.

Future GENIUS Act regulations will also determine how tokenized money market funds fit within stablecoin reserve portfolios. BlackRock has asked the Office of the Comptroller of the Currency to avoid imposing a separate cap on tokenized reserve assets.

BRSRV’s asset growth, blockchain expansion and adoption by named stablecoin issuers will provide the clearest evidence of whether the product becomes a widely used reserve vehicle.
